Tourist agency in Slovenia, Europe – opening a company in Slovenia
The first step to starting your tourist business in Europe is to open a company in Slovenia. A foreigner can open an LTD company. It can have several representatives and shareholders. To open it, you need 7500€ founding capital. Additionally, all shareholders and representatives need to obtain a Slovenian tax number. The company would also require a business address in Slovenia.
You would need to be present for company registration in Slovenia and you will also have to open a corporate bank account in Slovenia, where you would have to deposit the 7500€ capital.
The whole company registration requires approximately 1 month to complete and would require you to stay in Slovenia at least 14 days if you obtain the Slovenian tax number beforehand.
Conditions for running a tourist agency in Slovenia
If you plan on doing tourism business in Slovenia and would like to open a tourist agency, you would have to abide by certain regulations.
The Law on the Promotion of Tourism Development states that someone, who would like to open a tourist agency, has to fulfill the following conditions:
- register the business activity of the company; it can be the activity or organizing tourist packages or the activity of selling them,
- have business premises, which is accessible to clients during designated business hours,
- obtain a license for a tour operator or a tour agent,
- provide a guarantee regarding the liability of the tour operator in case of liquidity problems.
The Law on the Promotion of Tourism Development stipulates that the activity of organizing tourist packages includes organizing tourist packages and their sale or offering their sale.
The business activity of selling tourist packages consists of the sale of packages that the tour operator has prepared.

Travel manager or tourist guide?
All travel agencies have to appoint a travel manager for each execution of a tourist package for a specific organized group.
The travel manager does not need any specific education. His main areas of work will mostly be connected to accompanying travelers on the journey and handling organization and technical details of the trip.
When the tourist package also includes guided tours, the agency has to ensure a tour guide. Being a tour guide is a regulated business activity, which only people that passed the exam of professional competence can perform. A person can pass the exam with the Tourist Board of the Chamber of Tourism of Slovenia (TGZS).
Depending on the package, the agency has to insure a travel manager or a tour guide. When the package includes only organization and execution of the trip, the travel manager suffices. But if it also includes guided tours, the agency has to enlist a tour guide.
