The National Assembly confirmed the new Act for economic support during coronavirus!
The Intervention Measures Act has been adopted to ease the effects of the COVID-19 epidemic and mitigate its consequences for citizens and the economy (ZIUZEOP). The purpose of the law is to preserve jobs due to the effects of the epidemic. The measures within the law will offer 3 billion EUR to support the Slovenian economy.
Which business owners can request reimbursements for salary compensation?
The majority of business owners who also employ workers in the company can claim the salary compensation reimbursement during the epidemic. The exceptions are only direct or indirect users of the budget of the Republic of Slovenia and employers that engage in financial or insurance activities belonging to Group K according to the standard classification of activities.
Are newly established companies also entitled to request reimbursement?
Eligible business owners are those who will declare that in their estimation:
– revenue in the first half of 2020 decreased by more than 20% over the same period in 2019, and
– they will not reach more than 50% of revenue growth in the second half of 2020 compared to the same period in 2019.
In the event that this condition of assistance is not met at the time of submission of the annual reports for 2020, the business owner will have to return the salary reimbursement they received for the employees.
What about business owners who did not engage in business in 2019? Can new business owners request salary compensation under the intervention law?
Business owners who have not engaged in business activity throughout 2019 are eligible for assistance under the following conditions:
– at least a 25% decrease in revenue in March 2020 compared to February 2020, or
– at least a 50% decrease in revenues in April or May 2020 compared to February 2020.
Therefore, new business owners are also eligible for assistance, but only if they fulfill the above conditions. The law adopted on 2nd April 2020 is therefore more precise and specifies the criteria to which companies that have just started business are eligible for assistance. So far, the draft law did not set criteria for new businesses, so the professional public expressed opinions on whether new employers can request this assistance at all.
