Markup to tolls for transporters from 1st January 2019

All transporters, for which the allowed mass surpasses 3.500 kg, will have to start paying the markup to tolls from 1st January 2019, but only on certain highway sections.

Markup to tolls for transporters from 1st January 2019

On the 13th December 2018, the Slovenian government reached a Decree of implementing a markup to tolls on certain highway sections. The Law on construction and management of the second track of the railway Divača-Koper made this requirement. It is an additional way to finance the construction of the second track of the railway. The law on second track implements the principle that the users of the infrastructure of the port, railway and heavy-goods vehicles on highway sections cover the cost of construction.

This novelty concerns only vehicles, where the maximum allowed mass surpasses 3.500 kg. The transporters that use heavy-goods vehicles and autobuses will have to pay this additional fee. The tolls for personal vehicles and other vehicles, where the maximum allowed mass does not surpass 3.500 kg, will remain unchanged.

When will you need to start paying the markup?

The National Company of Motorways of the Republic of Slovenia (DARS) will start calculating the markup to tolls from 1st January 2019. The probable time when the markup will be concluded is 31st December 2052. The additional financial burden for transporters will last for 34 years.

DARS sees that this novelty will bring in around 12 million EUR of income in 2019 alone. The gathered funds will be transferred to the national budget. They will be used as a source of payment for the availability of infrastructure for which Slovenia is responsible.

The markup will not be calculated on all highway sections but only on the section Ljubljana – Koper and Ljubljana – Šentrupert. The heavy-goods vehicles and buses will pay a markup of 15% to use the highway section Ljubljana-Koper. To use the section Ljubljana – Šentrupert, the markup will be 5%.
