Electrical installation services in Slovenia for natural persons

Up until 3rd April 2020, the government forbade offering electrical installation services to natural persons (final consumers) during the period of coronavirus epidemic. It means that the if the natural person was the buyer of the service, the electricians could not offer them the service. But as of 3rd April, the government decreased the severity of this condition. Natural persons now can order electrical installation services, but in the time when the work is concluded the premises have to be vacated to avoid the spread of the virus. The person providing this service also has to abide by the health and safety measures. It includes wearing mask, gloves and disinfecting the premises after the conclusion of the service.

It is also possible to conclude a service provision agreement between two companies in order to provide electrical installation services during the period of the epidemic.

Installation in apartments and construction sites?

There are exceptions to the temporary ban on the supply and sale of goods and services to consumers. These exemptions include essential services that ensure public safety and health. Necessary repairs in the apartments are allowed, if otherwise the health and safety of the people is endangered.

Work on open construction sites may also be continued. The question was, what about the construction of electrical installations in new buildings. There are usually no people and less opportunity to transmit infection. The regulation does not regulate labor relations. It means workers can continue to work on unfinished buildings, if no other people are present at the construction site.

Suspension of electrical installation works

As it is necessary to suspend the execution of certain works, especially with final consumers, it is important that summarize this pause of works in writing. In addition to basic information on the object and type of works, please indicate that the works are paused due to the coronavirus epidemic, in accordance with the Decree of the Republic of Slovenia on the temporary prohibition of the supply and sale of goods and services to consumers, in order to prevent the possibility of spreading the infection.

Also indicate that you will continue to operate as soon as circumstances permit. Make sure to communicate with the contracting agent in writing. If the contract does not mention a specific representative, communicate exclusively with the contractor.

When performing the work, be sure to follow the guidelines of the Public Health Institute. They publish key information about the coronavirus – prevention, instructions from work organizations, instructions for cleaning the premises, etc. When performing work, observe safety distance, disinfection, use of gloves, avoid working in groups, use individual transport as much as possible (not in a group van). If possible, do not enter the living quarters of the buildings (emergency only) for the safety of the occupants and your safety.
