How to start a business in Slovenia
Different types of activities
There are different types of activities. Some of them require an activity permit, others don’t. Basically, the first step when choosing the right one for your business is looking into SKD. That is a document, called “Standard Classification of Activities”. All activities are listed in there. Each one of them has a unique number. In order to look at them, click here. Regulated activity – get a permit
Regulated activities require meeting certain conditions. That can be a permit, licence, certificate etc. Let’s look at some examples. What are those activities? What are the conditions?
For example to open a travel agency, you will need a licence. The same goes for real estate agency. In this case all agents need a certificate. They have to be part of the directory. However, you do not need a special activity permit to open a beauty salon. But what you have to do is meet the sanitary conditions.

Craft activity permit requirements
Craft activities are the third type of activity. There are special conditions to make an activity a craft. First of all, you have to obtain a permit from the Chamber of Crafts in Slovenia. It also has to be quite small. That is because it cannot have mass production. No conveyer belts are allowed. That is not part of craft activities. Additionally, the work is based on individual orders.
Let’s see when you need an activity permit. Usually, you learn the craft in formal or informal settings. Craft activities are, for example:
- Manufacturing bread, fresh pastry goods and cakes
- casting metal,
- repairing machines and equipment,
- construction,
- selling glasses,
- cleaning houses,
- hair & beauty salons …
As mentioned above, you will need a permit to do a craft activity. You get that from the Chamber of Crafts. They give you the permit after checking, whether you fulfill the conditions or not. You can get it with formal education (high school). However it is also possible to do it with national vocational training. Check the SKD for requirements.
