Transport of passengers in international transportation – what do you need to have present in the vehicle?

If you plan on doing business in Slovenia and provide international transportation, there are certain documents you need to obtain. Firstly, you would have to open a company in Slovenia. You would also need to obtain similar permits like for the transportation of goods.

When doing business in Europe and Slovenia, the provider of local or international transportation of passengers has to have a copy of the license present in the vehicle. This is a license for international transportation that the company has to obtain in order to do the service legally. The driver of the vehicle also has to have a valid driver’s license with the appropriate qualifications. If the vehicle has more than 8 seats (in addition to the driver) and is doing the transport for personal needs, he has to present the appropriate proof that the transport is in fact for personal needs.

You need to have a lease agreement for the vehicle, if the vehicle does not belong to the service provider. The driver needs to have it with him when doing the transport.

The service provider has to ensure that his drivers do the transport of passengers in accordance to the international regulations. If necessary, the service provider needs to obtain additional licenses or permits according to Slovene legislation.

Providing regular and non-regular transport services

To provide service for regular passenger transport in domestic road traffic, the driver has to have a copy of the valid timetable of the transport line for which he is currently doing the transport.

The service provide needs to obtain a local community license if the driver is doing continuous transport outside of the set transport line. The driver also has to present a valid price list. Additionally, he also need a form for performing transport outside of the set transport line. If he is providing special passenger transports for other groups of passengers and when offering services meant for the same group of public as regular transport, he has to present a copy of the permit from the Public transport authority (JPP).

You also need the permit from JPP when the service provider is performing a call-by-call service arranged from the side of a local community.

All vehicles that are performing taxi service have to present the label with the information of the service provider. It also has to show the license number in addition to all the above-mentioned documents.

What does the driver have to have in the vehicle to show compliance with mandatory driving time, rest and breaks?

The driver has to comply with driving times when doing transport of passangers. In case of inspection the driver has to present certain documents to show compliance with the driving times.

In case of an analogue tachograph he has to present record sheets from the tachograph for the current day and all those he used in the last 28 days. He needs to present the card of the driver, if he has one. Additionally, he has to present all manual records, made in the current week and for the past 28 days. These regulations are stated in the Regulation (ES) nr. 165/2014 and Regulation (ES) nr. 561/2006.

In case of using a digital tachograph, he would have to present the card of the driver, all manual records, made in the current week and for the past 28 days, record sheets from the tachograph all manual records, made in the current week and for the past 28 days that he used while driving a vehicle with an analogue tachograph. Additionally, he has to present six types of records. Those are a record of the driver’s activity from the card, from the unit in the vehicle, errors and events from the card and vehicle, recording of technical data and cases of speeding).
